With a Ph.D. in Law from the University of Madrid, with a Master's Degree in International Law from the International Court of Justice in The Hague, Juan Antonio Menéndez-Pidal and Oliver has been Director of International Cooperation of the Ministry of Housing, Construction and Planning of Spain, President of the Mediterranean Group of United Nations for Housing, Construction and Planning and Director of International Cooperation of the Ministry of Education and Science of Spain, as well as Member of the National Commission for Cooperation with UNESCO. He has also been representative of Spain of the Latin Union and Cyprus, Brazil and Georgia UNESCO Consultant.
